UNESCO Representative to Iraq, praises the e-learning procedures and MOHESR’s response to the COVID-19 crisis
Mr. Paolo Fontani, Representative, UNESCO Iraq Office, praised the e-learning procedures at Iraqi universities and the speedy response of the Ministry of Higher Education to the educational requirements due to the global health crisis.
The participants in the online meeting included the Minister of Higher Education and Scientific Research, H.E. Dr. Nabil Kazem Abdel-Sahib, Mr. Paolo Fontani, Director and Representative, UNESCO Iraq office and the Director of the Research and Development Department, Dr. Ghassan Hamid Abdul Majeed, as well as representatives from UNESCO, MoHESR and Iraqi universities.
Mr. Paolo Fontani stressed that UNESCO is committed to supporting the new education strategy for Iraq and assist if needed in the development of e-learning platform for higher education.
In turn, H.E. Dr. Nabil Kazem Abdel-Sahib, affirmed that the Ministry is moving forward with its plan in joint work programs with international universities, emphasizing that Iraqi academic institutions possess expertise in various scientific disciplines that would enhance partnership with UNESCO and provide training and cooperation.
During a meeting with the delegation of the Holy Shrines of Imam Hussein and Imam Al-Abbas (AS), His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib reviewed that the Ministry is keen on implementing the regulations that would sustain the level of education in Iraq despite the exceptional circumstances that our dear Iraq is passing through.
Dr. Abid Al-Sahib praised the humanity and scientific efforts of the two holy shrines due to Corona pandemic are a matter of pride for all Iraqis.
For their part, the delegation praised the decisions of the Ministry, which contribute in improving the reality of education in Iraq.
The Permanent Mission of the Republic of Iraq to UNESCO in Paris announced that the electronic education and electronic examinations procedures which expected to be implemented by the Iraqi Ministry of Higher Education and Scientific Research are meeting the recommendations of the UNESCO.
The Permanente Mission reviewed that the UNESCO greatly appreciated the educational methodology and strategy of the Higher Education and Iraqi Universities to meet the emerging health conditions and immediate challenges in the field of education due to COVID- 19 pandemic and adopt the modern methods such as electronic scientific platforms that meet the plan of the UNESCO.
The Permanente Mission and the UNESCO appreciated the exerted efforts of the Iraqi Higher Education to develop and continue the educational process, as well as focusing on paying interest in performing exams, supervising them remotely and correcting them electronically.
During a visit and a meeting with the President of Iraq, Dr. Barham Salih at the Iraqi Presidency Place, His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib reviewed that the President, Dr. Salih demonstrated the necessity to proceed completing the requirements and passing the current academic year, provide the appropriate environment for students to perform their exams and to keep the academic recognized level for Iraqi universities.
Dr. Abid Al-Sahib said that the university institutions remain the supporter in all cases in the process of building of Iraq and responsible in developing the academic level to the requirements of the current stage of skills and academic experiences in light of the Corona epidemic.

His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib honored and awarded Iraqi researchers to encourage them to publish the recognized scientific researches, Director General of Research and Development, Dr. Ghasan Hameed Abdul Majeed said.
Dr. Abdul Majeed said that His Excellency, Dr. Abid Al-Sahib directed and urged to motivate researchers in the Iraqi universities and all the Ministry’s formations to increase recognized scientific publishing, as well as the appreciation will be in form of letters of appreciation and financial rewards as a bonus for publishing in the international journals and scientific websites.

During a meeting with the Iranian ambassador to Baghdad, Mr. Iraj Masjedi and the accompanying delegation, His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib reviewed the academic and cultural cooperation between the two countries.
Dr. Abid Al-Sahib also reviewed the importance of benefiting from the joint academic fields in Iraqi and Iranian universities and developing the horizons of exchanging experiences and scholarships.
His Excellency also reviewed the importance of completing some of the approved projects between the two countries, especially the project to create a branch of Tehran University of Medical Sciences in Iraq to provide medical education and treatment services.
Dr. Abid Al-Sahib said that the Iraqi legislation in force provided a supportive environment for the university education and stipulated scientific requirements for opening new branches of foreign universities, especially those that have a positive resonance in the relevant rankings.

The faculty member in the College of Education and Sports Science, University of Karbala, Dr. Wissam Salah Abd Al-Hussein published a book entitled “Learning and Education in the Information Technology Era”.
The book, in which was co-authored by the faculty members in the Universities of Baghdad and Bahrain, included nine chapters on the latest theoretical and applied applications of learning , as well as applications of the virtual educational environment and other concepts that enhance and clarify the concept of learning widely.
The book demonstrated the importance of using modern concepts that are appropriate for the electronic environment, such as reverse learning, blended learning and M-learning, as well as other concepts focused on the role of the learner.

Department of Chemical Engineering in the College of Engineering, University of Al-Qadisiyah held an online symposium on the optical methods of quantitative measurement of heat and mass transfer in energy systems.
The online symposium also reviewed the most important optical techniques used in monitoring and testing heat and material transferring processes.
The online symposium reviewed methods used in accurate measurement of heat and mass transfer in order to solve the problem of accurate measurement and visualization of heat and mass flow in various applications, as well as reviewing quantitative methods of optical flow and interference measurement techniques in the study.
The online symposium demonstrated the basic features, data processing of the proposed optical methods that have been applied in the energy fields in the recent years, detailed principles, fields of application, challenges and future trends.
In cooperation with the Center for Continuing Education, Southern Technical University, Technical Engineering College–Basra organized an online workshop via Google classrooms With Google Classroom.
The online workshop reviewed the steps of using Google Classroom and how to help faculty members to win time, keep order in the classroom and improve communication with students.
The online workshop highlighted how to store the classroom materials, the most important features and tools available in this application, as well as a mechanism to allow faculty memebrs to share files from their computers.

During a phone call with the Egyptian Minister of Higher Education, Dr. Khaled Abdul Ghaffar, His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib reviewed developing bilateral relations and academic cooperation between the two brotherly countries.
Dr. Abid Al-Sahib said that Iraq is keen on strengthening cooperation between Iraqi universities and their counterparts of the Arab Republic of Egypt.
His Excellency highlighted Iraq’s keenness on promoting cooperation with the Egyptian side, strengthening the partnership between research institutions and benefiting from mutual experiences.
For his part, Dr. Abdul Ghaffar reviewed the importance of the mutual cooperation between the Egyptian and Iraqi universities to serve the two brotherly countries in the academic and cultural fields.

College of Computer Science and Information Technology, University of Al-Qadisiyah organized an online workshop on how to evaluate scientific researches and the basic criteria for evaluating researches in the recognized scientific journals.
The online workshop reviewed writing each paragraph in the scientific article in what is expected as a production and final presentation by the reviewer, as well as the general and streamlined interconnection in the sequence of paragraphs of the scientific article.
The online workshop recommended focusing on the title of the article and the research summary because of their importance in the first impression of the reviewer.

College of Education for Women, University of Anbar held an online symposium on epidemics and pandemics in the English and Arabic fiction.
The online symposium reviewed the impact of epidemics and pandemics on Arab and English literature through narrative stories which have been turned into films in cinemas in the social, humanity and psychological fields that touched the depths of the human psyche.
The online symposium demonstrated the epidemiological narratives and pandemics between prediction and imagination in the novel of the twentieth century and the presence of epidemics in the Arabic novel exploring the disaster and the tragic human fate.

Center of Continuing Education, Basra University of Oil and Gas held 2nd level of its online training program (Online) due to the current conditions, Head of the Center, Mr. Montadhar Uraibi Jasim Al-Lami said.
Mr. Al-Lami reviewed training courses and workshops on various scientific topics such as oil companies in light of the Corona Virus, bullying phenomenon, its treatments, human resources management and information security in the educational institutions, as well as ethics of electronic communication and professional project management
Mr. Al-Lami demonstrated the impressionistic evaluation of electronic workshops and conferences, their role in digital transformation and comprehensive assessment of employee performance in the government institutions.

Directorate of Space and Communications, merged Ministry of Science and Technology conducted a study on the effect of emitted SO2 gas as a result of fire accidents.
The study reviewed the repercussions of the fire accident in Mishraq Sulphur State Company in Nineveh Governorate and its health impact and risks on citizens because the field site is located near Qayyarah Airbase, Qayyarah Oil Fields and Tigris River.
The study based on the data on satellite imagery and meteorology via using geographic information systems in determining the direction of the spread of carbon dioxide, as well as a technical report was prepared with the final results and providing health agencies working in those areas to take the necessary precautions and health recommendations of the World Health Organization to the exposed public who suffer the suffocation and dangers of the emitted gases from oil field accidents.

During a meeting with the French Ambassador to Baghdad, Mr. Bruno Aubert and his accompanying delegation, His Excellency, Minister of Higher Education and Scientific Research, Dr. Nabeel Kadim Abid Al-Sahib reviewed developing academic and technical cooperation in the field of electronic education and studying and generalizing the experience of the digitization project of the French side to the Iraqi universities.
Dr. Abid Al-Sahib said that Iraq has positive ties with the friendly countries, especially France, as well as His Excellency appreciated the interest of the French Embassy in developing academic agreements between the two sides in the field of fellowships and scholarships after the Corona epidemic and the universities ranking file and the qualification of Iraqi scientific journals.
Dr. Abid Al-Sahib added that the e-learning experience in Iraq opened an important horizon with the world’s countries, as well as His Excellency expressed his hope to develop e-learning trend with French universities.
For his part, Mr. Aubert expressed his country’s keenness on coordinating with the Iraqi Higher Education.
Mr. Aubert reviewed the French President’s support for Iraqi scholars and organizing the contexts of understanding between Baghdad and Paris.

College of Agriculture, Al-Qasim Green University discussed a master’s thesis of Mr. Ahmed Jasim Mohammed on evaluating of the hybrid cucumber under the influence of Nano-fertilizers due to the protected cultivation conditions.
The study reviewed the appropriate cucumber to the conditions of the Middle Euphrates region as well as to study the effect of Nano- fertilizers spraying on a number of hybrid cucumbers planted in greenhouses and study the overlap between them to achieve the highest income from production.

The online workshop reviewed the science of statistics, its application in order to clearly document data, addressing different types of scientific problems and the spss program to analyze statistical information and find research results.
The online workshop highlighted the descriptive statistic, its uses in characterizing the sample (mean, arithmetic mean and standard deviation) as well as reviewing how to characterize the data collecting in experimental and studies field and practical application of the spss program in experimental and field studies.
The online workshop recommended that intensive statistical courses in the (spss) are required for researchers that contain digital data.

College of Arts, Al-Iraqia University held an online workshop on the superiority of human translation over electronic translation, the Faculty Member in the College, Mr. Ibraheem Talaat Ibrahem said.
Mr. Ibrahem added that the online workshop reviewed the importance of human translation, the human role in developing electronic translation and addressing the mistakes of translation.
Mr. Ibrahem highlighted that the online workshop also reviewed human and electronic translation, types of electronic translation and the similarities and differences between human and electronic translators in translation at the grammatical and semantic level.
It is worth mentioning that the online workshop aimed at focusing on the human translator and not to rely on electronic translation because it is still evolving and has not reached the required level.

The online symposium highlighted the importance of interactive online video lectures presented to students in the light of the Corona pandemic and correcting preparation of the lecture provided to achieve the maximum benefit by students, as well as reviewing the importance of those programs to the faculty members and relying on them in the future when creating interactive content.
The online symposium recommended using interactive videos in decent, flexible and transparent ways and avoiding the traditional aspects in recording video lectures for students and keeping pace with technical and technological development in preparing electronic lectures and including interesting methods within them.
